Job summary

Luster National, Inc. in New Jersey seeks an experienced Risk Manager to lead risk management on large, complex heavy civil infrastructure programs.

You will develop risk plans, run quantitative analyses, and set contingency positions for funding agencies and boards. The role emphasizes collaboration with design, construction, and procurement teams, plus proficiency with Primavera, @Risk, and Power BI to deliver dashboards and briefs.

Qualifications

  • 10+ years of risk management experience for large heavy-civil infrastructure projects.
  • Experience facilitating risk workshops and maintaining a program risk register across the project lifecycle.
  • Experience running quantitative cost and schedule risk analyses and converting results into contingency recommendations.
  • Working knowledge of CPM scheduling and cost forecasting to test exposure.
  • Experience with industry standard risk analysis and scheduling software (e.g., Primavera Risk Analysis, Deltek Acumen Fuse, @Risk, Primavera P6).
  • Proficiency with Microsoft Office Suite/Office 365.

Responsibilities

  • Develop and maintain the program risk management plan, process, and governance framework, aligned with contract requirements and funding agency standards.
  • Facilitate risk identification and assessment workshops with program staff, designers, and contractors; keep risk register current with ranked threats and opportunities.
  • Quantify cost and schedule exposure through Monte Carlo or comparable simulation; convert results into contingency recommendations tied to a stated confidence level.
  • Analyze baseline schedule and updates for logic, calendar, and float integrity; evaluate exposure relative to risk register.
  • Track mitigation actions to closure and drive owners to committed dates.
  • Evaluate change proposals, delay claims, and time impact analyses for program exposure; support negotiating position.
  • Review risk allocation in procurement and contract documents; recommend terms allocating risk to best party.
  • Reconcile risk position against forecasts and change logs; report exposure via dashboards and briefs.
  • Coordinate risk across third-party interfaces and operating facilities during construction.
  • Prepare risk and contingency sections of funding submittals and board briefs; defend assumptions.
  • Calibrate models against outcomes and improve risk processes.
