Job summary

Luster seeks Safety Managers to support large, complex heavy civil programs across highways, bridges, transit, airports, and water projects in the United States. Roles range from safety oversight on a single package to leadership across multiple contracts.

You will enforce contractual safety requirements, verify field controls, and maintain defensible records. This position is in our talent pool for future needs, with interviews often held in advance of openings.

Qualifications

• Bachelor’s degree in occupational safety and health, safety engineering, construction management, civil engineering, or related field, or equivalent combination.
• 10+ years of construction safety experience for large, complex heavy civil infrastructure projects.
• Experience developing or reviewing site-specific safety plans and hazard analyses against contract and regulatory requirements.
• Experience conducting field safety audits and inspections, stop-work situations, and tracking corrective actions to closure.
• Experience with incident investigation and root cause analysis, including corrective action follow-up and trend reporting.
• Experience leading, supervising, or mentoring field safety staff on an active construction site.
• Working knowledge of OSHA 29 CFR 1926 and OSHA reporting obligations.
• Working knowledge of high-hazard heavy-civil construction activities (excavation, shoring, confined space, fall protection, crane/rigging).
• Experience with safety software (Enablon, Intelex, Procore).
• Proficiency with Microsoft Office Suite/Office 365.

Responsibilities

• Lead program-level safety governance across concurrent contracts and develop enterprise safety procedures, audits, and escalation paths.
• Review site-specific safety plans and hazard analyses for conformance with requirements and OSHA regulations.
• Audit contractor safety performance and verify controls are in place at the work face.
• Drive corrective action through to verified closure.
• Oversee incident investigations and verify corrective actions were effective.
• Administer program safety requirements in contracts, training tracking, and OSHA reporting.
• Review high-hazard plans, permits, and approvals before work proceeds.
• Coordinate safety planning across overlapping contractor operations and schedule interfaces.
• Analyze leading and lagging safety indicators, report trends, and call for safety stand-downs when warranted.
