Job summary

Luster seeks an experienced Risk Manager to lead risk management on large heavy civil infrastructure programs. You will quantify cost and schedule exposure, maintain risk registers, and set contingency positions for funding agencies and boards.

You will facilitate workshops, analyze changes, and coordinate across interfaces to defend robust risk positions and contingency plans. Strong communication and governance skills are essential.

Qualifications

• Bachelor’s degree in civil engineering or related field or equivalent experience.
• 10+ years of risk management experience for large, complex heavy‑civil projects.
• Experience facilitating risk workshops and maintaining a program risk register.
• Experience running quantitative cost and schedule risk analyses.
• Working knowledge of CPM scheduling and cost forecasting.
• Experience with risk analysis software (e.g., Primavera Risk Analysis, Deltek Acumen Fuse, @Risk, Primavera P6).
• Proficiency with Microsoft Office Suite/Office 365.

Responsibilities

• Develop and maintain the program’s risk management plan and governance framework.
• Facilitate risk identification workshops with staff, designers, and contractors.
• Quantify cost and schedule exposure through Monte Carlo simulations.
• Analyze baseline schedule for logic, calendar, and float integrity.
• Track mitigation actions to closure and escalate delays.
• Evaluate change proposals and time impact analyses for exposure.
• Review risk allocation in procurement and contracts and recommend terms.
• Prepare risk and contingency sections for funding submittals and board packages.
