Job summary

Luster seeks Project Controls Managers to support large, complex heavy civil infrastructure programs across highways, bridges, transit, airports, and water projects. These roles require defending cost numbers in front of contractors and leaders, with baselines, forecasts, and reports aligned.

You will oversee WBS and cost breakdown structures, validate submittals, analyze earned value, and coordinate risk and change management across interfaces.

Qualifications

• Bachelor’s degree in construction management, engineering, finance, or business, or related field.
• 10+ years of project controls experience on large (> $500M), complex heavy-civil projects.
• Experience integrating cost and schedule data on a common WBS/CBS, including baseline management and change control.
• Experience applying earned value methods and critical path analysis to forecast outcomes.
• Experience reviewing contractor cost and schedule submittals against contract requirements.
• Experience leading or directing project controls staff on a capital program.
• Proficiency with industry-standard scheduling and cost controls software (e.g., Primavera P6, MS Project, Oracle Unifier, EcoSys, e-Builder).
• Proficiency with Microsoft Office Suite (Outlook, Teams, Word, PowerPoint).

Responsibilities

• Oversee the program’s integrated controls system, including WBS/CBS, coding standards, and baseline change procedures.
• Review and validate contractor cost/schedule submittals against contract requirements.
• Analyze earned value, cost and schedule performance indices, and surface variances before monthly reports.
• Evaluate change proposals, delay analyses, and recommend a position to leadership.
• Oversee forecast, cash flow, contingency, and reserve positions; test assumptions.
• Coordinate risk register with baselines for forecasting and contingency decisions.
• Lead monthly controls cycle; present cost/schedule status and actions to leadership.
• Coordinate controls across contracts/interfaces to capture cross-package impacts.
• Mentor controls analysts and set quality expectations.
