Job summary

Luster National, Inc. in New Jersey seeks an experienced Risk Manager to lead risk management on large, complex heavy civil infrastructure programs.

You will develop risk plans, run quantitative analyses, and set contingency positions for funding agencies and boards. The role emphasizes collaboration with design, construction, and procurement teams, plus proficiency with Primavera, @Risk, and Power BI to deliver dashboards and briefs.

Qualifications

  • 10+ years of risk management experience for large heavy-civil infrastructure projects.
  • Experience facilitating risk workshops and maintaining a program risk register across the project lifecycle.
  • Experience running quantitative cost and schedule risk analyses and converting results into contingency recommendations.
  • Working knowledge of CPM scheduling and cost forecasting to test exposure.
  • Experience with industry standard risk analysis and scheduling software (e.g., Primavera Risk Analysis, Deltek Acumen Fuse, @Risk, Primavera P6).
  • Proficiency with Microsoft Office Suite/Office 365.

Responsibilities

  • Develop and maintain the program risk management plan, process, and governance framework, aligned with contract requirements and funding agency standards.
  • Facilitate risk identification and assessment workshops with program staff, designers, and contractors; keep risk register current with ranked threats and opportunities.
  • Quantify cost and schedule exposure through Monte Carlo or comparable simulation; convert results into contingency recommendations tied to a stated confidence level.
  • Analyze baseline schedule and updates for logic, calendar, and float integrity; evaluate exposure relative to risk register.
  • Track mitigation actions to closure and drive owners to committed dates.
  • Evaluate change proposals, delay claims, and time impact analyses for program exposure; support negotiating position.
  • Review risk allocation in procurement and contract documents; recommend terms allocating risk to best party.
  • Reconcile risk position against forecasts and change logs; report exposure via dashboards and briefs.
  • Coordinate risk across third-party interfaces and operating facilities during construction.
  • Prepare risk and contingency sections of funding submittals and board briefs; defend assumptions.

Position Title: Risk Manager

About the Positions

We are seeking Risk Managers to support large, complex heavy civil infrastructure programs, including highways, roads, bridges, transit (bus and rail), aviation (international airports), and water/wastewater projects delivered through both traditional and alternative delivery methods. You’ll run risk management on your assigned program, keep the risk register honest, quantify the cost and schedule exposure actually being carried, and set contingency positions that hold up in front of funding agencies, oversight bodies, and a board. Most of the people who do this work well came up through scheduling, estimating, or construction management, so depth in one of those matters more here than a general risk background.

Responsibilities
  • Develop and maintain the programs risk management plan, process, and governance framework, and keep them aligned with contract requirements and funding agency standards.

  • Quantify cost and schedule exposure through Monte Carlo or comparable simulation, and convert the results into contingency recommendations tied to a stated confidence level.
  • Analyze the baseline schedule and monthly updates for logic, calendar, and float integrity, and evaluate whether the schedule carries the exposure the risk register says it does.
  • Track mitigation actions to closure, hold action owners to their committed dates, and accelerate where mitigation has stalled.
  • Evaluate change proposals, delay claims, and time impact analyses for program exposure, and support the programs negotiating position with quantified cost and schedule findings.
  • Review risk allocation in procurement and contract documents, and recommend terms that place each risk with the party best able to carry it.
  • Reconcile the risk position against cost forecasts, schedule updates, and change logs so risk drivers trace to specific time and cost outcomes, and report exposure through dashboards and written briefs.
  • Coordinate risk across third-party interfaces, including utility owners, railroads, and adjacent contracts, and on active facilities that have to keep operating through construction.
  • Prepare the risk and contingency sections of funding submittals, board packages, and independent oversight reviews, and defend the assumptions behind them.
  • Calibrate models against actual program outcomes, benchmark contingency draw against comparable programs, and improve the risk process as the program produces lessons.

Minimum Qualifications
  • Bachelors degree in civil engineering, construction management, construction engineering, or engineering management, or related field, or equivalent combination of education and experience.
  • 10+ years of risk management experience for large (>$500M), complex, heavy-civil infrastructure projects.
  • Experience facilitating risk workshops and building and maintaining a program risk register across the project lifecycle.
  • Experience running quantitative cost and schedule risk analysis and converting the results into contingency and mitigation recommendations.
  • Working knowledge of CPM scheduling and cost forecasting practice, enough to test whether a programs schedule and cost position reflects the exposure in the risk register.
  • Experience with industry standard risk analysis and scheduling software (e.g., Primavera Risk Analysis, Deltek Acumen Fuse, @Risk, Primavera P6, etc.).
  • Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, PowerPoint, etc.).
Preferred Qualifications
  • Masters degree in civil engineering, construction management, construction engineering, or engineering management.
  • Active professional certifications such as PMI-RMP or PMP (PMI), and/or DRMP or CCP (AACE).
  • Experience leading the owners risk management function on a program exceeding $1B in construction value.
  • Experience setting and defending contingency levels in front of executive boards, funding agencies, and independent oversight or audit bodies.
  • Experience evaluating contractor delay claims and time impact analyses, including concurrent delay, and supporting the owners negotiation position.
  • Experience managing risk on bridge and structures packages, on water and wastewater facilities, or across third-party interfaces with railroads, utility owners, and airport or transit operations groups.
  • Experience standing up a risk management process on a program that did not have one, and coaching project teams into using it.
  • Proficiency with Microsoft Power BI, Oracle Cloud Analytics, or other dashboard KPI reporting software.
Compensation Details

Expected Salary: $125k-$200k/year ($60-$96/hour). Luster provides the salary range that the company in good faith believes it might offer for this position based on the successful candidates level and years of experience, knowledge, skills, abilities, education, certifications, licenses, geographic location, etc. Luster reserves the right to ultimately pay more or less than the posted range depending on circumstances not related to any status protected by local, state, and/or federal law.
