Job summary

Luster National, Inc. is seeking a Risk Manager to lead risk management for major heavy-civil infrastructure programs in California.

You will develop risk plans, run quantitative analyses, and maintain the program risk register to support funding and oversight bodies. The role requires deep experience in CPM scheduling, risk workshops, and contingency planning, with exposure to multi-disciplinary teams across design, construction, and procurement.

Qualifications

  • Bachelor’s degree in civil engineering, construction management, construction engineering, or engineering management, or equivalent combination of education and experience.
  • 10+ years of risk management experience on large (> $500M), complex, heavy-civil infrastructure projects.
  • Experience facilitating risk workshops and building and maintaining a program risk register across the project lifecycle.
  • Experience running quantitative cost and schedule risk analysis and converting results into contingency and mitigation recommendations.
  • Working knowledge of CPM scheduling and cost forecasting to test exposure against risk register.

Responsibilities

  • Develop and maintain the program's risk management plan, process, and governance framework aligned with contract requirements and funding agency standards.
  • Facilitate risk identification and assessment workshops with program staff, designers, and contractors, and maintain the program risk register with ranked threats and opportunities.
  • Quantify cost and schedule exposure through Monte Carlo or similar simulation and translate results into contingency recommendations with a stated confidence level.
  • Analyze baseline schedule and updates for logic, calendar, and float integrity; evaluate if exposure matches risk register.
  • Track mitigation actions to closure and ensure owners meet committed dates; escalate where mitigation stalls.
  • Evaluate change proposals, delay claims, and time-impact analyses for program exposure and support negotiation with quantified findings.
  • Review risk allocation in procurement/contracts and recommend terms aligning risks with responsible parties.
  • Reconcile risk position with cost forecasts, schedule updates, and change logs; report exposure via dashboards and briefs.
  • Coordinate risk across third-party interfaces (utilities, railroads, adjacent contracts) and active facilities.
  • Prepare risk and contingency sections of funding submittals, board packages, and oversight reviews; defend assumptions.
