Job summary

Luster National is looking for an experienced Risk Manager to oversee risk on major civil infrastructure programs, including highways, bridges, and transit. You will quantify cost and schedule exposure, build contingency positions, and present findings to funding agencies and boards.

Ideal candidates have deep CPM scheduling knowledge, proficiency with risk software, and a track record of guiding risk on programs exceeding $1B in value.

Qualifications

• Bachelor’s degree in civil engineering, construction management, construction engineering, or engineering management, or related field.
• 10+ years of risk management experience for large >$500M, complex heavy-civil projects.
• Experience facilitating risk workshops and maintaining a program risk register.
• Experience running quantitative cost and schedule risk analyses and converting results into contingency recommendations.

Responsibilities

• Develop and maintain the program’s risk management plan, process, and governance aligned with contract requirements.
• Facilitate risk identification and assessment workshops with program staff, designers, and contractors.
• Quantify cost and schedule exposure via Monte Carlo or similar simulation and translate results into contingency recommendations.
• Analyze baseline schedule and updates for logic, calendar, and float integrity and assess exposure.
• Track mitigation actions to closure and ensure deadlines are met.
• Evaluate change proposals, delay claims, and time impact analyses for program exposure.
• Review risk allocation in procurement and contract documents and advise on terms.
• Reconcile risk position with cost forecasts and change logs; report exposure via dashboards and briefs.
• Coordinate risk across third-party interfaces (utilities, railroads, adjacent contracts).
• Prepare risk and contingency sections for funding submittals and board packages.
• Calibrate models against outcomes and improve risk processes over time.
