Job summary

Luster seeks a senior Risk Manager to support megaprojects in heavy civil infrastructure, including highways, bridges, transit, aviation, and water facilities. You will lead risk management, quantify exposure, and define contingency positions for funding bodies and boards.

The role requires extensive experience in risk analysis, CPM scheduling, and risk software; success hinges on collaboration with designers, contractors, and program staff to drive sound risk governance across interfaces.

Qualifications

• Bachelor’s degree in civil engineering, construction management, construction engineering, or related field, or equivalent combination of education and experience.
• 10+ years of risk management experience for large and complex heavy-civil infrastructure projects.
• Experience facilitating risk workshops and maintaining a program risk register across the project lifecycle.
• Experience running quantitative cost and schedule risk analyses and converting results into contingency and mitigation recommendations.
• Working knowledge of CPM scheduling and cost forecasting to test exposure in the risk register.
• Experience with risk analysis and scheduling software (e.g., Primavera Risk Analysis, Deltek Acumen Fuse, @Risk, Primavera P6).

Responsibilities

• Develop and maintain the program’s risk management plan, process, and governance framework, aligned with contract requirements and funding standards.
• Facilitate risk identification and assessment workshops with staff, designers, and contractors; keep the risk register current with ranked threats and opportunities.
• Quantify cost and schedule exposure through Monte Carlo simulations and convert results into contingency recommendations tied to confidence levels.
• Analyze baseline schedule for logic, calendar, and float integrity; evaluate whether exposure matches risk register.
• Track mitigation actions to closure and hold action owners to committed dates.
• Review risk allocation in procurement and contract documents; recommend terms assigning risk to best party.
• Prepare risk and contingency sections of funding submittals and board packs; defend assumptions.
