Job summary

Crowe is seeking an experienced Government Consultant to join our public sector practice. You will lead efforts to modernize HR/Payroll systems for government clients, design solutions, and deliver impactful engagements.

Ideal candidates bring 5+ years in technology project analysis, strong knowledge of HR/Payroll processes, and proven Agile/Scrum experience working with public sector clients. This role may be remote nationwide within the United States.

Qualifications

• Undergraduate degree and a minimum of 5 years of professional experience performing technology project business analysis.
• In-depth knowledge of HR/Payroll processes.
• Prior experience on HCM technology implementation projects or implementing payroll or HCM software.
• Experience using ALM software (JIRA, DevOps, ELM).
• Experience in a structured Agile or Scrum environment.
• Strong experience working with public sector clients.
• Excellent written and verbal communication skills.

Responsibilities

• Collaborate with public sector clients to design and implement solutions that improve business processes and address organizational challenges.
• Analyze business operations and develop actionable recommendations for improvement.
• Facilitate stakeholder meetings, interviews, and workshops to gather business and technical requirements.
• Deliver high-quality written reports, process documentation, and engaging client presentations.
• Support clients with analytical research to align policies, procedures, and business needs with configured functionality.
• Apply Agile methodology to write user stories, plan and monitor development and deployment progress, and demonstrate delivered functionality.
• Support testing and reconciliation from the functional / business process perspective.
• Work closely with project managers to ensure projects are completed on time and within budget.
• Support proposal development, client relationship management, and business development efforts.
