Job summary

Crowe is seeking an experienced Lead Government Consultant to join our public sector consulting practice in the United States. This role guides projects modernizing government HCM and payroll systems, leading teams and delivering measurable outcomes.

The ideal candidate brings strong management consulting experience, familiarity with HR/payroll processes, and proficiency in ALM tools and Agile methodologies.

Qualifications

• Undergraduate degree and 5 to 8 years of management consulting experience.
• Current certification in CBAP, CSM, PMI-PBA, or PMP.
• In-depth knowledge of HR/Payroll processes.
• Experience implementing payroll or HCM software, including configuration and testing.
• Experience using ALM software (JIRA, DevOps, ELM).
• Experience working in a structured Agile or Scrum environment.
• Ability to lead and coach within a matrixed environment.
• Strong experience with public sector clients and analytical skills.
• Excellent written and verbal communication, MS Office proficiency.
• Self-motivated, flexible, able to work independently or collaboratively.

Responsibilities

• Collaborate with public sector clients to design and implement solutions.
• Lead and mentor business analyst teams in process analysis and system assessments.
• Analyze operations and develop actionable improvement recommendations.
• Facilitate stakeholder meetings, interviews, and workshops to gather requirements.
• Support clients with analytical research to align policies with configured functionality.
• Apply Agile to write user stories and plan development and deployment progress.
• Support testing and reconciliation from a functional perspective.
• Deliver high-quality written reports, process documentation, and client presentations.
• Work with project managers to ensure on-time, within-budget delivery.
• Assist with proposals, client relationships, and business development.
