Job summary

Crowe is seeking an experienced Lead Government Consultant to join our public sector practice in the United States. You will lead projects to modernize government HR/Payroll systems, guiding teams and delivering actionable insights for clients.

The role requires deep management consulting expertise in the public sector, strong analytical skills, and the ability to lead cross-functional teams in Agile environments.

Qualifications

• 5 to 8 years of management consulting experience.
• Current certification in CBAP, CSM, PMI-PBA, or PMP.
• In-depth knowledge of HR/Payroll processes.
• Experience implementing payroll or HCM software, including configuration and testing.
• Experience using ALM software (JIRA, DevOps, ELM).
• Experience in structured Agile or Scrum environments.
• Demonstrated ability to lead and coach within a matrixed environment.
• Strong analytical thinking, attention to detail, and quantitative skills.
• Excellent written and verbal communication skills.
• Proficiency in Microsoft Office Suite (Word, Excel).

Responsibilities

• Collaborate with public sector clients to design and implement solutions.
• Lead and mentor business analyst teams in process analyses.
• Analyze operations and develop actionable improvement recommendations.
• Facilitate stakeholder meetings, interviews, and workshops.
• Support clients with research aligning policies with configured functionality
• Apply Agile methodology to write user stories and monitor progress
• Support testing and reconciliation from a business perspective
• Deliver high-quality written reports and client presentations
• Work with project managers to keep projects on time and budget
• Support proposal development and client relationship management
