Job summary

McMillen, Inc. is seeking an experienced Proposal Manager to lead the full lifecycle of complex bids across water resources, civil infrastructure, and environmental services.

You will coordinate content, manage schedules, and collaborate with BD, operations, and leadership to craft compelling, compliant proposals. The role requires 8–10+ years in AEC proposal management, strong writing and editing skills, and a proactive, cross-disciplinary mindset.

Qualifications

• 8–10+ years of proposal management experience in the AEC industry.
• Experience leading complex engineering proposals from kickoff through final submission.
• Experience with water resources, infrastructure, or environmental disciplines preferred.
• Experience with federal proposals including SF330.
• Strong writing, editing, and project-management skills.

Responsibilities

• Lead development, strategy, and delivery of high-quality proposals and related marketing materials.
• Manage multiple pursuits with schedules, compliance, and production quality.
• Facilitate kickoff meetings and drive accountability across the pursuit lifecycle.
• Collaborate with BD, operations, technical staff, and leadership to develop winning strategies.
• Ensure proposal compliance with client requirements, RFQs, RFPs, SOQs, and procurement rules.
• Coordinate content from internal teams and partnering firms.
• Edit and format technical content for clarity and readability.
• Develop visually compelling proposal layouts and PowerPoint presentations.
• Support interview preparation and presentation production.
• Maintain proposal assets in Cosential/Unanet CRM.
