Job summary

McMillen, Inc. is seeking an experienced Proposal Manager to lead complex pursuits from strategy through submission on our Marketing team.

The ideal candidate will support water resources, hydropower, dams, fisheries, environmental services, civil infrastructure, and construction initiatives. You will collaborate with business development, technical staff, operations, communications, and executive leadership to develop compelling, compliant proposals that win work and reflect our brand.

Qualifications

• Bachelor's degree in Marketing, Communications, Journalism, English, Business, PR, or related field.
• 8–10+ years of proposal management experience in the AEC/engineering sector.
• Experience with federal proposals (SF330) and alternative delivery methods.
• Experience with Cosential/Unanet CRM or similar software.

Responsibilities

• Lead development, strategy, coordination, and delivery of high-quality proposals and related collateral.
• Manage multiple pursuits with schedules, deadlines, compliance, and quality.
• Facilitate kickoff meetings, establish schedules, assign tasks, drive accountability.
• Collaborate with BD, operations, technical staff, and leadership to craft winning messaging.
• Ensure compliance with RFQs, RFPs, SOQs, and procurement rules.
• Coordinate content collection from internal teams and partners.
• Edit and format content for clarity, readability, and branding.
• Develop visually engaging layouts and PowerPoint presentations.
• Support interview prep and presentation development.
• Maintain proposal assets in Cosential/Unanet CRM.
