Job summary

Dow is seeking a Project Controls Lead in Houston, Texas. This role focuses on leading project controls across cost, schedule, risk, forecasting, and governance to drive safe, competitive, and successful capital investments.

You will partner with Project Engineers, Design Teams, Construction, Procurement, and business stakeholders to integrate cost, schedule, risk, forecasting, and change management throughout the project lifecycle.

Qualifications

• Bachelor's degree minimum; in lieu of degree, 10 years relevant experience.
• Minimum 5 years of experience in Project Controls, Engineering, Manufacturing, Construction, or related discipline.
• Strong leadership, communication, and stakeholder engagement skills.
• Demonstrated experience in cost management, scheduling, forecasting, and project performance analysis.
• Ability to influence project teams without a direct reporting line.
• A U.S. work authorization with no visa sponsorship available.

Responsibilities

• Lead the effective application of Project Controls processes, tools, and best practices to improve cost, schedule, and performance.
• Serve as Project Controls leader on the Project Steering Team and trusted advisor to leadership.
• Direct Project Controls resources to ensure capability and coverage through full project execution.
• Monitor workload and identify resource needs, escalating when additional support is required.
• Deliver accurate forecasting, cost reporting, schedule analysis, and performance measurement.
• Complete Project Controls deliverables for monthly reports and executive reviews.
• Ensure quality, consistency, and integrity of all Project Controls documents and deliverables.
• Develop meaningful insights to proactively manage risks, opportunities, and issues.
• Report project status and forecasts to internal and external stakeholders.
• Support IPA reviews and other project assurance activities as required.
• Oversee Change Management and communicate impacts to cost, schedule, and scope.
• Use metrics like Cost Competitiveness Ratio and Schedule Duration Ratio to monitor health.
• Establish thresholds for Management Intervention and recommend corrective actions.
• Foster ownership, accountability, collaboration, and continuous improvement across the team.
