Job summary

Dow is seeking a Project Controls Lead in Houston, TX, to drive cost, schedule, and risk management for major capital projects. You will lead the Project Controls team within the Project Steering Team and collaborate with engineers, construction, procurement, and stakeholders to ensure predictable, safe, and competitive outcomes.

The role emphasizes governance, performance management, and proactive decision-support through robust forecasting, EVM, and change management.

Qualifications

• Bachelor's degree; or at least 10 years of relevant experience accepted.
• 5+ years in Project Controls, Engineering, Manufacturing, Construction, or related discipline.
• Strong leadership, communication, and stakeholder engagement skills.
• Demonstrated experience in cost management, scheduling, forecasting, and project performance analysis.
• Ability to influence project teams and stakeholders without a direct reporting line.
• U.S.-based position requires ability to work legally in the United States; no visa sponsorship available.

Responsibilities

• Lead effective application of Project Controls processes, tools, and best practices to improve cost, schedule, and performance.
• Serve as Project Controls leader on PST and Design Team; advise project leadership.
• Provide guidance to Project Controls resources across full project execution.
• Monitor workload and identify resource needs; escalate as needed.
• Deliver accurate forecasting, cost reporting, schedule analysis, and performance measurement.
• Complete Project Controls deliverables for monthly reports and reviews.
• Maintain quality and integrity of all Project Controls documents.
• Communicate meaningful project insights for proactive risk and opportunity management.
• Report project status to internal and external stakeholders; support IPA reviews as required.
• Oversee Change Management processes and their impacts on cost, schedule, scope, and objectives.
• Use metrics to monitor health and identify improvement opportunities.
• Set thresholds and recommend corrective actions when performance deviates.
• Foster ownership, accountability, collaboration, and continuous improvement.
