Job summary

GoIntellects Inc. is seeking a Senior Technical Program Manager to lead a PeopleSoft HCM team supporting the District’s Core HR, Payroll, Time & Labor systems and digital modernization efforts.

The role oversees delivery, staff performance, and stakeholder coordination with DC government clients. Responsibilities include guiding a multi-disciplinary team, managing scope and priority with client leadership, and ensuring consistent delivery standards across engagements while coordinating with DCHR

Qualifications

• Bachelor's degree in information technology, business, or related field or equivalent experience
• 16+ years IT program/project management experience leading multi-person technical teams
• 16+ years PeopleSoft HCM experience including Core HR, Payroll, Time & Labor
• Experience with cross-functional stakeholder management including client leadership
• PMP certification preferred, strong written and verbal communication

Responsibilities

• Provide day-to-day management, mentorship, and performance oversight for the PeopleSoft resource team
• Serve as primary escalation point between client leadership, DCHR, and the PeopleSoft team for scope and delivery issues
• Coordinate cross-functional work across PeopleSoft HCM modules to align priorities and maintain standards
• Oversee planning, scheduling, and resource allocation across concurrent PeopleSoft initiatives
• Track team performance against SLAs/KPIs and drive improvements in delivery processes
• Facilitate regular status reporting to OCTO stakeholders on program health and milestones
• Support requirements gathering, functional design review, and change management for PeopleSoft projects
• Manage staffing, onboarding, and succession planning for the PeopleSoft team
