Job summary

Dhaka Technologies Limited Company, on behalf of OCTO, is seeking a Senior Technical Program Manager (PeopleSoft HCM) in Washington, DC. The role leads a PeopleSoft HCM resource team, coordinating with UX/UI Lead and SMEs, ensuring delivery standards and stakeholder alignment.

This hybrid contract position requires extensive experience with PeopleSoft HCM, DoJ 508 compliance, and compliant program governance, with a focus on cross-functional coordination and executive reporting.

Qualifications

• 16+ years of IT program/project management experience with multi-person teams.
• 16+ years with PeopleSoft HCM (Core HR, Payroll, Time and Labor) engagements.
• Experience managing government/public-sector IT programs.
• Experience managing cross-functional stakeholders and executives.
• PMP certification preferred.

Responsibilities

• Provide day-to-day management and performance oversight for the PeopleSoft resource team.
• Serve as primary escalation point between OCTO leadership, DCHR, and the PeopleSoft team.
• Coordinate cross-functional work across PeopleSoft HCM modules to align priorities.
• Oversee planning, scheduling, and resource allocation across initiatives.
• Track team performance against SLAs/KPIs and drive improvements.
• Facilitate regular status reporting to OCTO stakeholders.
• Support requirements gathering, functional design review, and change management.
• Manage staffing needs, onboarding, and succession planning.
