Job summary

Collaboredge Inc. seeks a senior Program Manager to lead a PeopleSoft HCM team supporting DC government initiatives. You will coordinate cross-functional delivery with UX/UI, Payroll, and Time & Labor SMEs, ensuring alignment with OCTO goals and stakeholder expectations.

The role requires extensive experience in IT program management within a government or public-sector context, with strong communication for executive-level reporting and a track record of standard-based delivery.

Qualifications

• Bachelor’s degree or equivalent experience in IT, business, or related field.
• 16+ years IT program/project management experience with multi-person teams.
• Experience with PeopleSoft HCM modules and governance.
• Experience implementing DOJ 508 Compliance and data security standards.
• Strong communication and executive reporting skills.

Responsibilities

• Provide day-to-day management, mentorship, and performance oversight for the PeopleSoft resource team (UX/UI Lead, Payroll Functional SME, Time & Labor Functional SME, and other assigned PeopleSoft staff)
• Serve as primary escalation point between OCTO leadership, DCHR, and the PeopleSoft team for scope, priority, and delivery issues
• Coordinate cross-functional work across PeopleSoft HCM modules to align priorities and maintain consistent delivery standards
• Oversee planning, scheduling, and resource allocation across concurrent PeopleSoft initiatives
• Track team performance against SLAs/KPIs and drive continuous improvement of PeopleSoft support and delivery processes
• Facilitate regular status reporting to OCTO stakeholders on program health, risks, and milestones
• Support requirements gathering, functional design review, and change management oversight across PeopleSoft HCM projects
• Manage staffing needs, onboarding, and succession planning for the PeopleSoft team in coordination with CAI account management
