Job summary

Dhaka Technologies Limited is seeking a Senior Technical Program Manager for PeopleSoft HCM to lead OCTO’s resource team, drive delivery across Core HR, Payroll, and Time and Labor, and ensure escalation and governance across stakeholders.

The role requires deep PeopleSoft HCM expertise, PUM deployments, UI modernization, and DOJ 508 compliance, with a hybrid Washington, DC work arrangement and potential W2/1099 engagement.

Qualifications

• Bachelor's degree or equivalent experience in IT or related field.
• 16+ years of IT program/project management experience with multi-person teams.
• 16+ years of technical experience with PeopleSoft Update Manager (PUM) deployments.
• 16+ years of technical experience deploying user interface modernization.
• 16+ years of technical experience implementing third-party identity provider solutions.
• 16+ years of technical experience with data visualization system integration.
• 16+ years of technical experience managing Oracle databases.
• 16+ years of technical experience with Oracle Cloud Infrastructure.
• 16+ years implementing DOJ Section 508 compliance.
• Demonstrated experience managing PeopleSoft HCM engagements or teams.
• Strong track record leading projects with standards and procedures.
• Experience managing government IT programs; DC government experience preferred.
• PMP certification preferred.
• Excellent written and verbal communication for executive status reporting.

Responsibilities

• Provide day-to-day management and performance oversight for the PeopleSoft resource team.
• Serve as primary escalation point between OCTO leadership, DCHR, and the PeopleSoft team.
• Coordinate cross-functional work across PeopleSoft HCM modules to align priorities.
• Oversee planning, scheduling, and resource allocation across concurrent initiatives.
• Track team performance against SLAs/KPIs and drive process improvements.
• Facilitate regular status reporting to OCTO stakeholders on health and milestones.
• Support requirements gathering, functional design review, and change management oversight.
• Manage staffing, onboarding, and succession planning for the PeopleSoft team.
