Job summary

InstantServe LLC seeks a senior PeopleSoft program lead to manage a cross-functional team including UX/UI, Payroll, Time & Labor SMEs and other staff. This role interfaces with OCTO and DCHR to align priorities and ensure timely delivery across Core HR, Payroll NA, and related modules.

The candidate will oversee planning, resourcing, and performance against SLAs, offering mentorship and escalation handling while coordinating with CAI on staffing and succession planning for a DC-focused

Qualifications

Bachelor’s degree in information technology, Business, or related field, or equivalent experience.
16+ years IT program/project management experience with multi-person technical teams.
16+ years Technical Experience with PeopleSoft update manager (PUM) deployments.
16+ years Technical experience deploying user interface modernization.
16+ years Technical experience with 3rd party identity provider solutions.
16+ years Technical experience with data visualization system integration.
16+ years Technical experience managing and optimizing Oracle databases.
16+ years Technical experience with Oracle Cloud Infrastructure.
16+ years Implementing DOJ 508 Compliance.
Demonstrated experience managing PeopleSoft HCM engagements or teams.
Strong track record leading projects with standards and procedures.
Experience managing government or public-sector IT programs; DC government experience preferred.
Proven ability to manage cross-functional stakeholders, including client leadership, technical staff, and vendor resources.
PMP certification preferred.
Excellent written and verbal communication skills with executive-level status reporting.

Responsibilities

Provide day-to-day management, mentorship, and performance oversight for the PeopleSoft resource team.
Serve as escalation point between OCTO leadership, DCHR, and the PeopleSoft team for scope and delivery issues.
Coordinate cross-functional work across PeopleSoft HCM modules to align priorities.
Oversee planning, scheduling, and resource allocation for concurrent PeopleSoft initiatives.
Track team performance against SLAs/KPIs and drive continuous improvement.
Facilitate regular status reporting to OCTO on program health and milestones.
Support requirements gathering, design review, and change management for PeopleSoft HCM projects.
Manage staffing, onboarding, and succession planning with CAI account management.
