Consor in Texas seeks a Municipal Engineering Manager to lead engineering services for MUDs, WCIDs, and municipal districts. You will advise district boards, oversee planning, design, construction, and long-term management of water, wastewater, drainage, and infrastructure projects.

You will cultivate client relationships, guide capital improvements, manage multidisciplinary teams, and navigate regulatory and financial challenges specific to Texas districts to support growth and service

Formación

• Bachelor of Science in Civil, Environmental, or a related engineering discipline.
• 15+ years of experience in municipal utility district, land development, municipal infrastructure, or utility engineering consulting.
• Professional Engineer (PE) license.
• Strong knowledge of water, wastewater, drainage, and utility infrastructure systems.
• Experience managing infrastructure improvements from planning and design through construction and startup.
• Familiarity with district financing, bond programs, reimbursable development agreements, and capital improvement planning.
• Experience preparing engineering reports and presenting technical information to district boards and public officials.
• Working knowledge of TCEQ regulations, utility district requirements, permitting processes, and Texas development practices.
• Proven ability to lead project teams, manage client relationships, and deliver high-quality engineering services.
• Strong business acumen, communication, and leadership skills.

Responsabilidades

• Serve as the primary engineering representative and trusted advisor for Municipal Utility Districts and local government clients.
• Attend and participate in district board meetings, workshops, and stakeholder meetings, providing engineering recommendations.
• Manage engineering services related to water distribution, wastewater, drainage, and capital improvement programs.
• Lead planning, design, permitting, bidding, and construction administration of district projects.
• Coordinate with operators, attorneys, developers, bond counsel, financial advisors, and regulatory agencies.
• Prepare and present engineering reports, feasibility studies, and CIP documents.
• Support district financing through bond reports and cost estimates.
• Oversee infrastructure expansion for residential, commercial, mixed-use developments.
• Review development plans to ensure compliance with district standards.
• Lead project teams and mentor staff.
• Monitor schedules, budgets, and staffing.
• Identify opportunities to expand services with existing clients and pursue new district assignments.
• Maintain understanding of regulatory requirements and industry trends.
