Job summary

Consor seeks a senior Municipal Engineering Manager to oversee engineering services for Municipal Utility Districts, WCIDs and related districts across Texas. The role advises boards, developers and operators while managing planning, design, construction and long-term district infrastructure operations.

Responsibilities include leading multidisciplinary teams, securing new district work, and guiding capital improvements.

Qualifications

15+ years in municipal utility districts, land development, or municipal infrastructure consulting.
Professional Engineer (PE) license.
Strong knowledge of water, wastewater, drainage and utility systems.
Experience leading planning, design, permitting, bidding and construction administration.
Ability to manage district financing, bond programs and capital planning.
Experience presenting to district boards and public officials.

Responsibilities

Serve as the primary engineering representative for MUDs, WCIDs and local government clients.
Attend district board meetings and stakeholder sessions offering engineering guidance.
Oversee planning, design, permitting, bidding, and construction of district infrastructure projects.
Coordinate with operators, attorneys, developers, and regulators to meet objectives.
Prepare engineering reports, feasibility studies and capital improvement plans.
Mentor engineering staff and grow client relationships in the municipal district market.
