Job summary

Consor seeks a Senior Municipal Engineering Manager in Texas to lead engineering services for Municipal Utility Districts and related districts. You will guide district operations, manage multidisciplinary teams, and drive capital improvement programs to meet regulatory and community needs.

You will oversee planning through construction, coordinate with stakeholders, prepare technical reports, and mentor engineers while shaping growth in the municipal utility district market.

Qualifications

• Bachelor of Science in Civil or Environmental Engineering or related field.
• 15+ years of experience in municipal utility districts, land development, municipal infrastructure, or utility engineering consulting.
• Professional Engineer (PE) license.
• Strong knowledge of water, wastewater, drainage, and utility infrastructure systems.
• Experience overseeing infrastructure improvements from planning through construction and startup.
• Familiarity with district financing, bond programs, reimbursable development agreements, and CIP planning.
• Experience preparing engineering reports and presenting to district boards/public officials.
• Working knowledge of Texas regulations (TCEQ) and district requirements.
• Proven ability to lead project teams and manage client relationships.
• Strong business acumen and leadership skills.
• Ability to work with public officials, developers, and district stakeholders.
• Hybrid office/field work with exposure to typical site conditions.

Responsibilities

• Serve as the primary engineering representative and trusted advisor for Municipal Utility Districts and local government clients.
• Attend and participate in district board meetings and stakeholder workshops, providing engineering guidance.
• Manage engineering services for water distribution, wastewater collection, drainage, and capital programs.
• Lead planning, design, permitting, bidding, and construction administration of district projects.
• Coordinate with operators, attorneys, bond counsel, financial advisors, and regulatory agencies.
• Prepare engineering reports, feasibility studies, CIP plans, and bond-related submissions.
• Support district financing through bond cost estimates and reimbursement exhibits.
• Oversee infrastructure expansion for residential, commercial, and mixed-use developments.
• Review development agreements and plans for long-term district goals.
• Mentor staff and foster a client-focused, collaborative culture.
