Job summary

Consor seeks a Municipal Engineering Manager in Texas to lead engineering services for MUDs, WCIDs, and municipal districts. You will oversee planning, design, construction, and long-term management of water, wastewater, drainage, and infrastructure, while guiding district boards and operators.

Qualifications

• Bachelor of Science in Civil, Environmental, or related engineering discipline.
• 15+ years of experience in municipal utility district, land development, municipal infrastructure, or utility engineering consulting.
• Professional Engineer (PE) license.
• Strong knowledge of water, wastewater, drainage, and utility infrastructure systems.
• Experience managing infrastructure improvements from planning and design through construction and startup.
• Familiarity with district financing, bond programs, reimbursable development agreements, and capital improvement planning.
• Experience presenting technical information to district boards and public officials.

Responsibilities

• Serve as the primary engineering representative and trusted advisor for Municipal Utility Districts, utility districts, and local government clients.
• Attend and participate in district board meetings, workshops, and stakeholder meetings, providing engineering recommendations and technical guidance.
• Manage engineering services related to water distribution systems, wastewater collection systems, lift stations, force mains, drainage facilities, and capital improvement programs.
• Lead the planning, design, permitting, bidding, and construction administration of district infrastructure projects.
• Coordinate with district operators, attorneys, developers, bond counsel, financial advisors, and regulatory agencies to support district objectives and compliance requirements.
• Prepare and present engineering reports, feasibility studies, capital improvement plans, bond-related documentation, and infrastructure assessments.
• Support district financing efforts through the preparation of bond reports, engineering cost estimates, reimbursement exhibits, and agency submittals.
• Oversee utility infrastructure expansion for residential, commercial, and mixed-use developments within district service areas.
• Review developer service requests, utility plans, plats, and development agreements to ensure compliance with district standards and long-term goals.
• Lead project teams and provide direction to engineers, designers, and technical staff.
• Monitor project schedules, budgets, staffing needs, and overall project performance.
• Mentor and develop engineering staff while fostering a collaborative, client-focused culture.
• Identify opportunities to expand services with existing district clients and support efforts to secure new district assignments.
