Job summary

Consor in Texas seeks a Municipal Engineering Manager to lead engineering services for Municipal Utility Districts and other district clients. You will oversee planning, design, and construction of water, wastewater, drainage, and infrastructure projects while managing complex relationships with boards, developers, attorneys, and regulators.

You will guide multidisciplinary teams, manage capital programs, and navigate state regulatory requirements, funding, and long‑term district governance.

Qualifications

• Bachelor of Science in Civil, Environmental, or a related engineering discipline is required.
• 15+ years of municipal utility district, land development, municipal infrastructure, or utility engineering experience.
• Professional Engineer (PE) license is required or imminent licensure.

Responsibilities

• Serve as primary engineering representative for MUDs, utility districts, and local government clients.
• Lead district meetings, workshops, and stakeholder engagements with engineering recommendations.
• Oversee water distribution, wastewater, drainage, and capital improvement program projects.
• Manage planning, design, permitting, bidding, and construction administration for district projects.
• Coordinate with operators, attorneys, bond counsel, financiers, and regulators for compliance.
• Prepare engineering reports, feasibility studies, and CIP bond-related documentation.
• Support district financing with bond cost estimates and reimbursement exhibits.
• Oversee infrastructure expansion for residential, commercial, and mixed-use areas.
• Mentor engineering staff and foster a client-focused, collaborative culture.
