Job summary

Consor is seeking a Municipal Project Manager in Texas to lead engineering projects for MUDs, WCIDs, and municipal clients. You will oversee planning, design through construction, coordinate with stakeholders, and ensure on-time, on-budget delivery of water, wastewater, drainage, and utility infrastructure.

You will mentor engineers and designers, manage budgets and schedules, and support regulatory compliance with TCEQ standards while fostering client relationships and business development

Qualifications

• BS in Civil/Environmental engineering or related field.
• 10+ years in municipal utility districts, land development, or municipal infrastructure.
• Professional Engineer license and Texas regulatory familiarity.
• Strong budgeting, scheduling, and client communication skills.
• Experience preparing engineering reports and construction documents.
• Knowledge of TCEQ regulations and Texas utility standards.
• Ability to lead multidisciplinary teams and manage multiple priorities.

Responsibilities

• Lead planning, design, permitting, and construction of municipal infrastructure projects.
• Serve as primary contact for MUDs, WCIDs, developers, and regulators.
• Coordinate multiple projects to meet scope, schedule, and budget goals.
• Prepare and review reports, memos, cost estimates, specs, and construction docs.
• Support capital improvement planning and long-term utility system planning.
• Assist district boards with project updates and engineering recommendations.
• Coordinate permitting with TCEQ and local authorities.
• Review plans for compliance with district standards.
• Provide construction phase support and respond to contractor inquiries.
• Manage project budgets, staffing, and financial performance.
• Lead and mentor engineers and designers on project teams.
• Foster relationships with district directors, developers, and regulators.
• Assist with proposals, client presentations, and business development.
