Job summary
Consor is seeking a Municipal Engineering Manager in Texas to lead engineering services for Municipal Utility Districts and related districts. The role focuses on strategic guidance, client relations, and oversight of water, wastewater, drainage, and capital projects.
The candidate will guide multidisciplinary teams, ensure regulatory compliance, and drive long‑term district objectives while supporting business growth in the municipal utility district market.
Qualifications
- Bachelor of Science in Civil, Environmental, or related engineering discipline.
- 15+ years in municipal utility districts, land development, or municipal infrastructure.
- Professional Engineer (PE) license.
- Strong knowledge of water, wastewater, drainage, and utility systems.
- Experience managing infrastructure projects from planning through startup.
Responsibilities
- Serve as the primary engineering representative for Municipal Utility Districts and local government clients.
- Attend board and stakeholder meetings, provide engineering recommendations.
- Lead planning, design, permitting, bidding, and construction for district projects.
- Coordinate with operators, attorneys, bond counsel, financiers, and regulators.
- Prepare engineering reports, feasibility studies, and capital improvement plans.
- Mentor and develop engineering staff and lead project teams.
