Job summary

Excellus BCBS seeks a Manager, Applications Development to lead IT staff in developing new applications and maintaining production systems. You will partner with business stakeholders to align technology with operations, improve uptime, and ensure timely service responses.

The role leads a 5–10 person team across NY State regional offices, fostering coaching, performance reviews, and career development while ensuring compliance with policies and privacy requirements.

Qualifications

• 5 years of related work experience; preference for 2+ years of staff management.
• Bachelor’s degree in computer science, Information Technology, or relevant field; in lieu of degree, 6 additional years of related work experience.
• Ability to handle competing priorities with high customer expectations.
• Demonstrated analytical, diagnostic, and problem-solving abilities.
• Proven project planning and project management experience.
• Experience managing and motivating technical staff.
• Knowledge of structured systems analysis, data gathering, and MIS.

Responsibilities

• Oversee IT portfolio of applications and governance of the eSDLC within the team.
• Act as IT Product Owner, driving currency, remediation, and departmental requirements.
• Support backlog reviews with executives and users to clarify intent and solutions.
• Drive process efficiency and output with key stakeholders across the department.
• Lead production support activities including change and incident management; escalation point.
• Manage multiple priorities across project, maintenance, and production support.
