Job summary

Capital District Physicians Health Plan Inc. is seeking a Manager, Applications Development to oversee IT staff and drive strategic technical solutions across the application portfolio.

You will collaborate with business stakeholders, manage production support, and lead development projects from planning through deployment. The role requires strong leadership, program management, and a solid grasp of SDLC methodologies (Agile and Waterfall).

Qualifications

• Five (5) years of related work experience, with preference for candidates with at least two years of staff management experience.
• Bachelor's degree in computer science, Information Technology, or relevant field. In lieu of degree, an additional six (6) years of related work experience is required.
• Demonstrated ability to handle competing priorities & initiatives, quickly changing priorities, and high customer expectations.
• Demonstrated analytical, diagnostic, and problem-solving abilities.
• Demonstrated expertise in project planning and project management.
• Demonstrated experience managing and motivating technical staff.
• Demonstrated knowledge and experience in structured systems analysis and design, building user relationships, data gathering techniques, and management information systems.
• Demonstrated knowledge of relevant programming or job control languages.
• Demonstrated knowledge of structured programming techniques.
• Demonstrated knowledge of Agile and Waterfall SDLCs.

Responsibilities

• Oversee IT staff in the development of new applications and updates to existing systems.
• Develop relationships with business stakeholders to ensure technologies align with operating processes and strategic plans.
• Monitor system uptime, availability, and response times for service requests; manage production incidents.
• Lead planning, coordination, and execution of strategic technical solutions for the application portfolio.
• Provide leadership for governance of the enterprise software development lifecycle (eSDLC) and vendor relations.
