Job summary

Capital District Physicians Health Plan Inc is seeking a Manager, Applications Development to oversee IT staff responsible for building new applications and updating production systems. You will partner with business stakeholders to ensure the right technologies support processes and strategic plans, while maintaining uptime and rapid response to service requests.

Qualifications

Five years of related work experience with staff management preference.
Bachelor's degree in computer science, IT, or relevant field or six additional years of experience.
Ability to handle competing priorities, fast-changing initiatives, and high customer expectations.
Strong analytical, diagnostic, and problem-solving abilities.
Experience in project planning and project management.
Experience managing and motivating technical staff.
Knowledge of structured systems analysis, data gathering, and MIS.
Knowledge of programming or job control languages and Agile/Waterfall SDLCs.

Responsibilities

Oversee IT staff work in development of new applications and updates to production systems.
Build relationships with business stakeholders to align tech with processes and plans.
Support uptime, availability, and service request response times for production systems.
Plan, coordinate, and execute development and implementation of strategic technical solutions.
Lead a team of 5–10 employees across New York State regions with coaching and development.
Manage governance of the Enterprise Software Development Lifecycle (eSDLC).
Act as IT Product Owner, drive platform currency and vulnerability remediation.
Oversee backlog reviews with IT Business Analysts and stakeholders; clarify intents and alternatives.
Improve process efficiency and output in partnership with key stakeholders.
Supervise production support activities, change management, and on-call scheduling.
Sponsor corporate strategic projects, manage budgets, schedules, and quality targets.
Coordinate vendor relations for third-party platforms and ensure governance controls.
Ensure compliance with laws and corporate policies; manage resources and costs.
