Excellus BlueCross BlueShield in Utica, NY seeks a Manager, Applications Development to lead a team of 5–10 IT professionals in building and maintaining enterprise applications, align technology with business strategy, and ensure uptime and responsive service delivery.

You will coach staff, manage priorities across projects, production support, and vendor relations, and drive SDLC governance and strategic technical solutions while ensuring compliance with policies and privacy standards.

Qualifications

• Bachelor's degree in computer science, IT, or related field; or 6 additional years of related work experience.
• Minimum 5 years in related work with 2+ years of staff management experience.
• Ability to manage competing priorities and high customer expectations.
• Strong analytical, diagnostic, and problem-solving abilities.
• Experience with structured systems analysis, design, and MIS.

Responsabilités

• Oversee IT staff delivering new applications and updates.
• Develop and maintain relationships with business stakeholders.
• Ensure uptime, service requests, and incident response SLAs.
• Lead planning, coordination, and execution of strategic technical solutions.
• Manage production support, change and incident management, and on-call scheduling.
• Foster continuous improvement and governance controls.
