Job summary

Nava Public Benefit Corp is seeking a Program Manager to lead delivery and client engagement for strategic government contracts. The role requires coordinating across projects, managing risks, and scaling teams to deliver high-quality outcomes.

You will work with a distributed delivery team, align with government partners, and ensure strong governance, staffing, and contract management for multi-year programs. This is an east-coast hours role with travel to client sites as needed.

Qualifications

• Must have experience with Custom Software or Cloud infrastructure programs/projects.
• Must work east coast hours and travel to Richmond, VA by flight, short connection, or train.
• Experience with state government agencies and government contracting, with audit trail understanding.
• Experience leading agile development teams and large-scale projects.
• Experience with agile frameworks like Scrum, Kanban, or SAFe and knowledge of CI/CD.
• Highly organized and committed to a sustainable, culture-conscious business.
• Strategic delivery planning and contract management over mid- to long-term horizons.
• Ability to maintain broader situational awareness beyond the immediate team.
• Experience managing Paid Family Leave Benefits Programs, in-house or as a vendor.
• Experience working with or inside state/local government.
• Proven track record leading 50+ staff in agile tech teams.
• Experience with Jira and Confluence.
• Experience driving agile transformation with clients and stakeholders.
• Experience managing production ops alongside ongoing product/feature development.
• Legal work authorization to work in the United States.
• Work authorization that does not require visa sponsorship.
• May be subject to government background checks or security clearances.

Responsibilities

• Proactively detect risks and resolve them with the delivery team and stakeholders.
• Grow the program with opportunities, CLINs, options, and subcontractor negotiations.
• Collaborate across projects to anticipate and solve delivery problems.
• Support delivery environments built on mutual trust with government partners.
• Scale efforts through a team of project managers and delivery leads.
• Coordinate contracts and finances with the finance team and modify contracts as needed.
• Set and uphold standards for delivery excellence and client service.
• Apply Nava policies at the program level.
