Job summary

BDO USA is seeking a Contracts and Compliance Senior Manager to lead the full lifecycle management of government contracts and grants, ensuring compliance with FAR, DFARS, and GSA requirements. You will administer MAS, OASIS+, and other GWAC/IDIQ vehicles, in coordination with the Office of the General Counsel.

Qualifications

• Extensive experience managing government contracts and grants lifecycle.
• Strong knowledge of FAR, DFARS, and GSA requirements.
• Ability to coordinate with OGC for legal reviews.
• Experience with NDAs, teaming agreements, and subcontracts.

Responsibilities

• Evaluate and recommend contract and grant vehicles based on growth strategy, risk and compliance implications.
• Prepare contractual and grant documentation and organizational information to support vehicle submissions.
• Monitor ongoing reporting, renewal, and administrative requirements of active contract and grant vehicles.
• Coordinate preparation, routing, and execution of NDAs, teaming agreements, and subcontracts with Legal.
• Provide input on strategic teaming approaches and terms for proposals.
• Support implementation of contractual requirements through monitoring and alignment with internal policies.
• Review RFPs, RFIs, and RFQs to identify compliance requirements and coordinate with OGC for legal review.
• Develop business responses to contractual sections of proposals, including representations and certifications and terms and conditions.
• Analyze FAR, DFARS, and GSA terms for compliance assessments for internal stakeholders.
• Serve as liaison between internal teams and government contracting officers during the proposal phase.
• Partner with OGC and leadership on terms and develop strategic responses to terms and conditions.
• Lead contract lifecycle activities and ensure timely, compliant deliverables.
• Build relationships across OGC, compliance, finance, and delivery teams to support operations.
• Develop and report on contracts and compliance metrics for senior leadership.
