Job summary

Garney Construction is seeking a Federal Proposal Manager to lead federal pursuits from capture through submission. You will coordinate with Business Development, Operations, and Technical teams to ensure compliant, high-quality proposals aligned with client expectations.

The role requires deep knowledge of federal procurement, experience with UNANET/Cosential and SAP/CRM platforms, and strong writing and leadership abilities in a fast-paced environment.

Qualifications

• Bachelor's degree in marketing, communications, journalism, or a related field.
• 6-10+ years of experience in A/E/C marketing or proposal management, federal experience preferred.
• Strong understanding of federal procurement processes, including RFP structure, evaluation criteria, and compliance requirements.
• Familiarity with FAR/DFARS regulations and agency-specific procurement practices.
• Experience with federal delivery methods (IDIQ, MACC, MATOC, SATOC, Design-Build).
• Experience with Unanet CRM (Cosential) or similar CRM platforms.
• Experience with federal systems/tools (SAM.gov, GovWin, CPARS, SF330) preferred.
• Familiarity with CUI requirements and secure federal environments preferred.
• Proficiency in Adobe InDesign and Microsoft Office.
• Proven ability to manage multiple concurrent pursuits in a fast-paced environment.
• Strong writing, editing, and content development skills.

Responsibilities

• Lead development and execution of federal qualifications, proposals, and interview materials from pre-positioning through submission.
• Serve as central accountability for proposal delivery, managing schedules and team coordination across multiple pursuits.
• Support capture planning, go/no-go decisions, and pursuit strategy development with Business Development and Operations teams.
• Analyze solicitations (RFPs, RFQs, RFIs, Sources Sought) and develop compliance matrices and annotated outlines.
• Ensure proposal strategies and deliverables align with FAR/DFARS requirements and agency procurement practices.
• Coordinate cross-functional teams to develop compliant responses.
• Oversee content development and integration aligned with evaluation criteria and win themes.
• Plan and facilitate proposal kickoffs, status meetings, and review cycles.
• Ensure quality, formatting, and submission compliance of final deliverables.
• Support interview preparation and team readiness.
• Maintain and improve proposal processes, content libraries, and templates.
• Utilize CRM tools to track pursuits and support reporting.
