Job summary

FM Talent Source seeks an experienced Proposal Manager to oversee the full proposal lifecycle for federal opportunities, ensuring compliance, win themes, and timely delivery across cross-functional teams.

You will lead strategy, content development, color reviews, and submission logistics, coordinating writers, pricing analysts, SMEs, and subcontractors while maintaining FAR/DFARS alignment and corporate standards.

Qualifications

• 5+ years of Proposal Management experience.
• Federal government contracting experience.
• Experience with writing and editing complex proposals.
• Ability to lead cross-functional teams and manage schedules.
• Familiarity with Shipley, Capture Planning, or FED Market approaches.
• Strong knowledge of compliance and regulatory standards.

Responsibilities

• Identify opportunities and support capture planning with market research and competitive intel.
• Develop proposal management plans, timelines, and compliance matrices.
• Oversee content generation for all sections and ensure clarity and persuasiveness.
• Ensure FAR/DFARS compliance and manage risk throughout the process.
• Coordinate color team reviews, final proposal assembly, and submission logistics.
• Lead cross-functional teams and communicate progress to leadership.
