Garney is seeking a Federal Proposal Manager to lead proposal efforts from capture through submission, coordinating with Business Development, Operations, and Technical teams to win federal contracts.

This role requires 6–10+ years in A/E/C marketing or proposals, strong knowledge of FAR/DFARS, experience with Unanet, and excellence in writing and project management.

The position emphasizes compliance, quality, and timely delivery of high-quality proposals aligned with client expectations.

Qualifications

• Bachelor’s degree in marketing, communications, journalism, or related field.
• 6–10+ years in A/E/C marketing or proposal management; federal experience preferred.
• Strong knowledge of federal procurement processes and compliance.
• Familiarity with FAR/DFARS regulations and agency-specific procurement practices.
• Experience supporting or leading proposals under various federal delivery methods (IDIQ, MACC, MATOC, SATOC, Design-Build).
• Experience with Unanet CRM (Cosential) or similar platforms to track pursuits.
• Excellent writing, editing, and content development skills.

Responsibilities

• Lead development and execution of federal qualifications, proposals, and interview materials from pre-positioning through submission.
• Serve as central accountability for proposal delivery, managing schedules, milestones, and cross-team coordination.
• Support capture planning, go/no-go decisions, and pursuit strategy development with BD and Operations teams.
• Analyze federal solicitations and develop compliance matrices and annotated outlines.
• Ensure proposal strategies align with FAR/DFARS and agency procurement practices.
• Coordinate cross-functional teams to develop compelling and compliant responses.
• Oversee content development and integration aligned with evaluation criteria and client priorities.
• Plan and facilitate proposal kickoffs, status meetings, and review cycles.
• Ensure final deliverables are high quality, compliant, and properly formatted for submission.
• Support interview prep and messaging alignment.
