Job summary

Construction Material Testing is seeking a senior Construction Quality Manager III to lead quality across a major program, directing Quality Managers and inspectors, owning the site quality system and audit program, and coordinating with owner quality organizations.

You will develop the QC organization, oversee corrective actions, approve QC plans, and report metrics to program leadership monthly. This is a senior role with potential for program-wide impact and travel as needed.

Qualifications

• 10+ years in construction quality, with 5+ years managing quality programs and staff.
• USACE CQM-C plus a senior certification: ICC Special Inspector (multiple categories), NICET Level IV, or ASQ CQA/CMQ-OE.
• Experience with owner quality programs under ISO 9001, NQA-1, or DOT quality assurance frameworks.
• Proven ability to build a QC organization on a new program and hold it to the plan.

Responsibilities

• Establish the program quality management system: plans, procedures, forms, and the audit schedule.
• Direct Quality Managers I and II across projects; set coverage, review performance, and develop staff.
• Lead internal audits and host owner, agency, and third-party audits; own the corrective-action program.
• Approve quality control plans, ITPs, and laboratory and inspection subcontractor qualifications.
• Report quality metrics—test pass rates, NCR aging, audit findings—to program leadership monthly.
