Job summary

Construction Material Testing seeks a senior Construction Quality Manager III to direct quality across a major program, owning the site quality management system, audit program, and relationships with the owner's quality organization. You will mentor QC staff and ensure compliance across projects.

You will lead audits, approve QC plans, and report metrics to program leadership, with responsibility for nonconformance decisions and record integrity across evolving specifications.

Qualifications

• 10+ years in construction quality
• 5+ years managing quality programs and staff
• USACE CQM-C plus senior certification such as ICC Special Inspector, NICET IV, or ASQ CQA/CMQ-OE
• Experience with ISO 9001, NQA-1, or DOT quality assurance frameworks
• Proven ability to build a QC organization on a new program and maintain it to plan

Responsibilities

• Establish the program quality management system: plans, procedures, forms, and audit schedule
• Direct Quality Managers I and II across projects
• Lead internal audits and coordinate owner, agency, and third‑party audits
• Own the corrective-action program; approve QC plans, ITPs, and subcontractor qualifications
• Report quality metrics to program leadership monthly
• Maintain liaison with owner's quality organization
• Mentor and develop QC staff as programs expand
