Job summary

Construction Material Testing seeks a senior Construction Quality Manager III to direct quality across a major program, owning the site quality management system, audit program, and staff development. You will supervise Quality Managers and inspectors, coordinate with the owner's quality organization, and be the face in audits for the program.

Your leadership will drive corrective actions, establish QC plans, and maintain metrics across projects, with travel to site locations as needed.

Qualifications

• 10+ years in construction quality, with 5+ years managing quality programs and staff.
• USACE CQM-C plus a senior certification: ICC special inspector, NICET Level IV, or ASQ CQA/CMQ-OE.
• Experience with owner quality programs under ISO 9001, NQA-1, or DOT quality assurance frameworks.
• Proven ability to build a QC organization on a new program and hold it to the plan.

Responsibilities

• Establish the program quality management system: plans, procedures, forms, and the audit schedule.
• Direct Quality Managers I and II across projects; set coverage, review performance, and develop staff.
• Lead internal audits and host owner, agency, and third-party audits; own the corrective-action program.
• Approve quality control plans, ITPs, and laboratory and inspection subcontractor qualifications.
• Report quality metrics—test pass rates, NCR aging, audit findings—to program leadership monthly.
