Job summary

Construction Material Testing seeks a senior Quality Manager III to lead the program-wide quality management system for a major project portfolio. You will direct Quality Managers across sites, drive audits, and own the corrective-action process to ensure adherence to quality plans and industry standards.

You will report to program leadership, develop staff, and build a robust QC organization for ongoing projects, with travel to field sites as required.

Qualifications

• 10+ years in construction quality with 5+ years leading quality programs.
• USACE CQM-C plus senior certification (ICC, NICET Level IV, or ASQ CMQ/OE).
• Experience with owner quality programs under ISO 9001, NQA-1, or DOT QA frameworks.
• Proven ability to build a QC organization on a new program and keep it to the plan.

Responsibilities

• Establish the program quality management system: plans, procedures, forms, and the audit schedule.
• Direct Quality Managers I and II across projects; set coverage, review performance, and develop staff.
• Lead internal audits and host owner, agency, and third-party audits; own the corrective-action program.
• Approve quality control plans, ITPs, and laboratory and inspection subcontractor qualifications.
• Report quality metrics — test pass rates, NCR aging, audit findings — to program leadership monthly.
