Job summary

Construction Material Testing seeks a Senior Quality Manager to direct quality across a major program, owning the site quality management system and audit program. You will lead Quality Managers and inspectors, drive corrective actions, and report metrics to program leadership.

You set the quality plan, approve QC plans and subcontractor qualifications, and mentor staff. In this role you will coordinate audits with owners and regulators, manage nonconformance decisions, and maintain consistency

Qualifications

• 10+ years in construction quality, with 5+ years managing quality programs and staff.
• USACE CQM-C plus a senior certification: ICC special inspector (multiple categories), NICET Level IV, or ASQ CQA/CMQ-OE.
• Experience with owner quality programs under ISO 9001, NQA-1, or DOT quality assurance frameworks.
• Proven ability to build a QC organization on a new program and hold it to the plan.

Responsibilities

• Establish the program quality management system: plans, procedures, forms, and the audit schedule; Direct Quality Managers I and II across projects; set coverage, review performance, and develop staff; Lead internal audits and host owner, agency, and third-party audits; own the corrective-action program; Approve quality control plans, ITPs, and laboratory and inspection subcontractor qualifications; Report quality metrics — test pass rates, NCR aging, audit findings — to program leadership monthly.
