Job summary

Construction Material Testing seeks a senior Construction Quality Manager III to direct quality across a major program, directing Quality Managers and inspectors. You own the site quality management system, the audit program, and the development of every QC person on the program.

When an agency or owner audits the project, you are the person in the room. Your leadership will establish the program quality framework, lead audits, manage corrective actions, and report metrics to program leadership

Qualifications

• 10+ years in construction quality
• 5+ years managing quality programs and staff
• USACE CQM-C plus a senior certification
• Experience with owner quality programs under ISO 9001, NQA-1, or DOT quality assurance frameworks
• Proven ability to build a QC organization on a new program and hold it to the plan.

Responsibilities

• Establish the program quality management system: plans, procedures, forms, and the audit schedule; Direct Quality Managers I and II across projects; set coverage, review performance, and develop staff; Lead internal audits and host owner, agency, and third-party audits; own the corrective-action program; Approve quality control plans, ITPs, and laboratory and inspection subcontractor qualifications; Report quality metrics — test pass rates, NCR aging, audit findings — to program leadership monthly.
