Job summary

Construction Material Testing seeks a senior Construction Quality Manager III to lead the program-wide quality system. You will own the site quality management framework, coordinate audits, and drive continual improvement across multiple projects.

You will directly supervise Quality Managers and inspectors, shaping training and performance standards. You will report metrics, approve QC plans and subcontractor qualifications, and guide corrective actions.

Qualifications

• 10+ years in construction quality, with 5+ years managing quality programs and staff.
• USACE CQM-C plus a senior certificate: ICC Special Inspector (multiple categories), NICET Level IV, or ASQ CQA/CMQ-OE.
• Experience with owner quality programs under ISO 9001, NQA-1, or DOT QA frameworks.
• Proven ability to build a QC organization on a new program and hold it to the plan.

Responsibilities

• Establish the program quality management system: plans, procedures, forms, and audit schedule.
• Direct Quality Managers I and II across projects; set coverage and review performance.
• Lead internal audits and host owner, agency, and third-party audits.
• Own the corrective-action program; approve QC plans, ITPs, and subcontractor qualifications.
• Report quality metrics to program leadership monthly.
