Job summary

Construction Material Testing seeks a Construction Quality Manager III to direct quality across a major program, with Quality Managers and inspectors reporting to you. You own the site quality management system, the audit program, the relationship with the owner's quality organization, and the development of every QC person on the program.

In this senior role you lead internal audits, host owner and third-party audits, approve QC plans and subcontractor qualifications, and report quality metrics

Qualifications

• 10+ years in construction quality with 5+ years in managing quality programs and staff.
• USACE CQM-C plus a senior certification: ICC special inspector (multiple categories), NICET Level IV, or ASQ CQA/CMQ-OE.
• Experience with owner quality programs under ISO 9001, NQA-1, or DOT quality assurance frameworks.
• Proven ability to build a QC organization on a new program and hold it to the plan.

Responsibilities

• Establish the program quality management system: plans, procedures, forms, and the audit schedule.
• Direct Quality Managers I and II across projects; set coverage, review performance, and develop staff.
• Lead internal audits and host owner, agency, and third-party audits; own the corrective-action program.
• Approve quality control plans, ITPs, and laboratory and inspection subcontractor qualifications.
• Report quality metrics — test pass rates, NCR aging, audit findings — to program leadership monthly.
