Job summary

Construction Material Testing seeks a Construction Quality Manager III to lead quality across a major program and multiple projects. You will own the site quality management system, audit program, and the relationship with the owner's quality organization, directing Quality Managers and inspectors.

You will report on quality metrics monthly, approve QC plans and qualifications, and coach staff toward a high-performing QC team. Travel and long days are expected on major placements.

Qualifications

• 10+ years in construction quality, with 5+ years leading quality programs and staff.
• Senior certification: USACE CQM-C and an ICC/NICET/ASQ level.
• Experience with owner quality programs under ISO 9001, NQA-1, or DOT QA frameworks.
• Proven ability to build and sustain a QC organization on a new program.

Responsibilities

• Establish the program quality management system with plans, procedures, forms, and audit schedule.
• Direct Quality Managers across projects and set coverage and staff development goals.
• Lead internal audits and host owner, agency, and third-party audits.
• Own the corrective-action program and approve QC plans, ITPs, and lab/subcontractor qualifications.
• Report quality metrics monthly to program leadership (test pass rates, NCR aging, audit findings).
• Coach the Quality Manager on prep meetings and ensure proper documentation.
• Stop work decisions when nonconformances warrant it and document rationale.
• Maintain the program memory as specifications, ownership changes, and staffing rotate.
