Job summary

Construction Material Testing is seeking a Construction Quality Manager III to lead quality across a major program with multiple concurrent projects. You will own the site quality management system, audit program, and relationships with the owner's quality organization, shaping the QC team and the program’s compliance culture.

You will direct Quality Managers and inspectors, drive internal and external audits, approve QC plans and subcontractor qualifications, and report metrics to leadership

Qualifications

• 10+ years in construction quality with 5+ years managing quality programs and staff.
• CQM-C certification or senior certification: ICC Special Inspector, NICET Level IV, or ASQ CQA/CMQ-OE.
• Experience with owner quality programs under ISO 9001, NQA-1, or DOT quality assurance frameworks.
• Proven ability to build a QC organization on a new program and hold it to the plan.

Responsibilities

• Establish the program quality management system: plans, procedures, forms, and the audit schedule.
• Direct Quality Managers I and II across projects; set coverage, review performance, and develop staff.
• Lead internal audits and host owner, agency, and third-party audits; own the corrective-action program.
• Approve quality control plans, ITPs, and laboratory and inspection subcontractor qualifications.
• Report quality metrics—test pass rates, NCR aging, audit findings—to program leadership monthly.
