Job summary

Construction Material Testing seeks a senior Construction Quality Manager III to lead quality across a major program, owning the QC system, audit program, and owner interactions. You will mentor Quality Managers and inspectors, drive corrective actions, and ensure compliance with QA frameworks.

You will direct a team across projects, approve QC plans and subcontracts, and report metrics monthly while navigating complex schedules and site conditions.

Qualifications

• 10+ years in construction quality with 5+ years managing quality programs and staff.
• Senior certification: USACE CQM-C plus ICC Special Inspector, NICET Level IV, or ASQ CQA/CMQ-OE.
• Experience with owner quality programs under ISO 9001, NQA-1, or DOT quality assurance frameworks.
• Proven ability to build a QC organization on a new program and hold it to the plan.

Responsibilities

• Establish the program quality management system: plans, procedures, forms, and the audit schedule.
• Direct Quality Managers I and II across projects; set coverage, review performance, and develop staff.
• Lead internal audits and host owner, agency, and third-party audits.
• Own the corrective-action program; Approve quality control plans, ITPs, and laboratory and inspection subcontractor qualifications.
• Report quality metrics — test pass rates, NCR aging, audit findings — to program leadership monthly.
