Job summary

Construction Material Testing seeks a high-level Construction Quality Manager III to direct quality across a major program, owning the site quality management system, audit program, and owner interactions. You will lead Quality Managers I & II, set coverage, review performance, and drive staff development on multiple projects with travel as needed.

Responsibilities include auditing, corrective actions, QC plan approvals, and reporting metrics to leadership.

Qualifications

• 10+ years in construction quality, with 5+ years managing quality programs and staff.
• Senior certification: ICC Special Inspector(s), NICET Level IV, or ASQ CQA/CMQ-OE.
• Experience with owner quality programs under ISO 9001, NQA-1, or DOT QA frameworks.
• Proven ability to build a QC organization on a new program and hold it to the plan.

Responsibilities

• Establish the program quality management system: plans, procedures, forms, and the audit schedule.
• Direct Quality Managers I and II across projects; set coverage, review performance, and develop staff.
• Lead internal audits and host owner, agency, and third-party audits; own the corrective-action program.
• Approve quality control plans, ITPs, and laboratory and inspection subcontractor qualifications.
• Report quality metrics—test pass rates, NCR aging, audit findings—to program leadership monthly.
