Job summary

Lusternational is seeking Project Controls Managers to support large, complex heavy civil infrastructure programs across highways, bridges, transit, aviation, and water projects. You will defend cost, schedule, and risk forecasts in front of contractors and program leadership, ensuring consistency across baselines and updates.

This role contributes to cost control, earned value, and contingency planning, with leadership responsibility for a controls team and interfaces across multiple packages

Qualifications

• Bachelor’s degree in construction management, engineering, finance, or business, or related field, or equivalent experience.
• 10+ years of project controls experience for large (> $500M), heavy-civil infrastructure projects.
• Experience integrating cost and schedule data on a common WBS and CBB, including baseline mgmt and change control.
• Experience applying earned value methods and critical path schedule analysis to forecast outcomes.
• Experience reviewing contractor submittals against contract requirements and progress.
• Experience leading or directing project controls staff on a capital program.
• Proficiency with Primavera P6, MS Project, Oracle Unifier, EcoSys, e-Builder, and MS Office.

Responsibilities

• Oversee the program’s integrated controls system so cost and schedule data reconcile to the same source.
• Review and validate contractor cost and schedule submittals against contract requirements and progress.
• Analyze earned value, cost and schedule performance, and surface variances before monthly reports.
• Evaluate change proposals and time impact analyses for cost and schedule merit; advise program leadership.
• Oversee forecast, cash flow, contingency, and reserve positions; test underlying assumptions.
• Coordinate risk registers with baselines so quantified exposure informs forecast and contingency decisions.
• May lead monthly controls cycle and present status, trends, and corrective actions to leadership.
• Coordinate controls across contracts to capture cross-package impacts before claims.
• Oversee controls data in MIS and ensure cost, schedule, change records are complete and traceable.
