Job summary

Luster National, Inc. is actively seeking a Change Manager to lead change control on large-scale heavy civil infrastructure programs in California.

You will drive entitlement determinations, pricing, and coordination among estimators, schedulers, and analysts to defend program decisions. The role emphasizes developing independent cost/time analyses, maintaining baselines, and presenting to senior leadership.

Qualifications

• Bachelor's or higher in a related field or equivalent experience.
• 10+ years of construction change control with large, complex heavy-civil projects.
• Experience leading change control on a contract package.
• Experience evaluating entitlement, cost and schedule impact.
• Experience developing cost estimates and time impact analyses.
• Experience presenting to owner decision-makers.

Responsibilities

• Support the change control process from identification through entitlement and pricing.
• Track change notices and log decisions within contract timeframes.
• Evaluate change proposals and claims with contract language backing.
• Develop independent cost estimates and time impact analyses.
• Coordinate with estimators, schedulers and analysts.
• Prepare and present change board packages to leadership.
• Negotiate change orders and document agreed terms.
• Ensure changes are reflected in contract value and baselines.
• Coordinate with engineering, inspection and ROW teams.
• Report change trends and risks to executive leadership.
• Maintain change record configuration control and audit trails.
• Retain entitlement decisions and pricing basis for audits.
